When I had shit internet I just found classic PC games, arcade stuff or easy to emulate consoles and left things downloading when I did chores or went to work. You'll find old gems you maybe overlooked OP so try that.

They laid fiber and have a high population density which means it was very cheap to recoup the cost of laying it and charging for it. They generate a fuckton of content so they get to peer with tier 2 or even 1 ISPs from america for free content swaps and thus avoid handballing other costs or data caps onto their consumers.

As for their website design, the PC market in japan is very, very small, thus screens are not really that big. Most of their sites will be optimized for mobile viewing first. There are exceptions like nico nico douga of course.

If you're somehow equating lower bandwidth throughput means higher latency, thats wrong.
Nothing effects latency more than pure distance between you and the server, not how many megs per sec you can pull.
