Personally I feel her greatest weakness is her hard links. Since many don't play her they don't know quite a lot of her links are 1framers coupled with microdashes, something Naoto brought to light. These and character specific combos make her likely to lose her BnBs in a match.

Tao missing a combo = death most of the time due to her health. I should know because when a friend of mine who's played her 7years now loses to my 1year scrub ass when I actually expect a miss and I finally get 1 win outta 10 matches.
