He just goes from world to world, seeding it with power and conflict in hopes of creating beings as strong as Asura, then appoints them as the new god of that world and moves on when he does so. The only trouble was, Asura's anger was too awesome in the classical sense, and he not only denied the position out of pride and vengeance, but was able to grow strong enough to challenge and even destroy Chakravartin himself thanks to being anger-powered.
