If you have room but are surrounded by enemies you may want to swing at fill power and making wide slashes. It also makes the attack less obvious.

In unarmed martial arts, there is a kick that does that. It exposes you for a moment and then goes with full power. But wherever it lands you know it will hit hard. If you're fighting a guy with no armor then sure, play it safe because every single cut will pierce.
To pierce a guy's armor you will need to put a lot of STR in your hits, and the more you put the more balance your opponent will lose if it gets hit or tries to block.

I always use it right after parrying for that reason. Plus if you move sideways while doing it your opponent is pretty much forced to dodge unless he's really good, and even then it's hard to counter. At the right moment it can be done, but not abused.
