Social darwinism isn't a political movement, it's jus the assumption that natural selection exists in human societies.
The ending was a monologue from Armstrong about how he'll leave behind a worthy sucessor and how similar they are. This is followed by Raiden leaving his past life behind and directly quoting Armstrong. It's ambiguous, but since the whole theme of Raiden's character was how shallow his reason for fighting was, it's likely he borrowed Armstrong's ideals.
