It's a ton of work to set up and even if people were willing to subscribe to play on them, the reality is that WoW remains profitable due to all the cosmetics and microtransactions rather than its subscription model. Things that would kill the entire purpose of a legacy server. There's just nothing in it for them with their current business model.
