Even when both people in the relationship are of consenting age, it's still a no-no in most countries because it calls into the question the judgement and moral standards of the one who's in a position of power. It's impossible to be completely unbiased towards someone you're in a relationship with.

It's not just with teacher/student either. Most companies don't allow employees to be in a relationship with their direct supervisor. Same with the military.
