No. I think the game is broken in some aspects but overall anyone should be able to pick up a character counter and reverse the game.

If you want to get rid of the current meta, you should have said to remove all tanks from the game. Reinhardt is the most balanced character out of the roster and does exactly what a tank should do. Soak up damage, hence the shield.
