Well, in order to qualify as not a blatant ripoff, the designs have to have x number of differences, and typically this is decided by a judge. Given that the UI is almost a 1:1 copy and most of the characters are just Persona characters with different clothes, I really doubt Yan would win if it went to court. But I'm no copyright lawyer.

At this point he's just making a game, his own game the way he wants and with the things he wants, while still taking advantage of the fact that he can still use Hotline assets.
