I think they used demons instead of shadows, not because they like demons as enemies better, but because they made a whole bunch of nice looking models and it would be a waste to only use them as the MC's throwaway personea.
Also making all those demon models and then making a bunch of new shadow models on top of it as well was probably too much of a hassle.
Not that I am complaining, but I think that is their reasoning behind using demons as enemies again.

No, its the other way around, the only reason Persona 4 uses the arcana shadows as regular enemies instead of demons is because they made a ton of assets in Persona 3 that they were never ever going to use again otherwise. Consider that there is literally no reason for the arcana shadows to exist in anything but Persona 3.

How do the Raidou games lead to the Persona timeline?

I saw some giant chart trying to explain the SMT and SMT spinoffs and they point to Raidou leading to SMT if and then Persona games.

It's definitely true in one story because it is just the plot of Raidou 1. The rest is just inferred form the fact that the Kuzunoha Detective Agency shows up in Persona, meaning Raidou must have existed in that timeline, and that event in Raidou 1 is a point where the events of SMT2 could have been prevented.

All of SMT is connected through the Amala Network.

However, every time there is an apocalypse, which happens a LOT, some fucknugget uses time travel to stop it from happening. Each time that happens, a distinct universe is created within the Amala Network.

When Raidou XL travelled back in time, he made it so that SMT 2 didn't happen. Which directly resulted in a universe that created the conditions for Soul Hackers, Devil Summoner, and Persona to take place.

However, in Persona 2, Philemon loses his game with Nyarlypoo and an alien who looks like Hitler in sunglasses, and so he uses time travel again to create a universe where he doesn't lose. This fucks things up further, and creates the more "grounded" reality that Persona 3 and 4 occupy.

Basically, all of SMT exist in the same multiverse, but most of them exist in separate universes due to time travel shenanigans.
