Yes it does most of the time, if you get the biggest specimens each time eventually you would probably have selected against fishes that grow big.
At the same time you are probably selecting those that mature quickly because they manage to reproduce earlier (and leave offspring before dying) at the expense of body growth. Fishes may live long and that but they can't grow eternally or at least at the same rate as juveniles.
Another example more clear is what happened with several species of whales. Sperm whales, for instance, were bigger than the modern size, but whaling caused a decrease in the mean size. And like all mammals whales don't grow after they become adults.
