No. No meme is timeless enough to deserve a place in a game. Memes usually don't even last a month before they disappear. Games take years to develop, so it's pointless to include references that are outdated and forgotten by the time of the release.
Also, it's lazy writing. If designers want to embed humor in their game then maybe they should try writing an original joke FFS.

If the game was the root of the meme like MGS, Half Life, Starcraft 2 or some other shit, that would be acceptable. But, if developers put meme easter eggs it is frustrating because it feels really cringy and forced.
