Morrowind does have multiple swing animations, but most people never see them because you can't use them with the "always use best attack" option turned on.

If anything the flaw there was actually giving weapons different attack values for chopping/slashing/stabbing attacks, even though there aren't separate physical resistances or varying hitboxes for different types of attack, so there's no reason to ever use any attack except the one that does the most damage.

I like Oblivion, but its world map is the weakest by far of any of the modern TES games. It has way fewer roads than Skyrim or Morrowind and is just generally samey with little getting in the way of just b-lining everywhere. Some mods can improve on that front somewhat, but it would be a massive undertaking to mod Cyrodiil to be as good as Skyrim or Morrowind.
