The reason for that is because captcha isn't really meant to be used in the way 4chan uses it.
Usually you have to fill it out once and then get access to whatever you want. If the user keeps solving or failing more captchas after that, the system believes you're either a bot or someone who's spamming so it keeps making the captchas harder and harder over time.

If you delete your cookies you usually don't have to solve captchas for a while until you get to that point again.
