Because that would take a lot more effort. And I mean that in the least cynical way possible. Bethesda opened a new studio in Montreal and tasked them with porting the latest Elder Scrolls game to the current gen and newest iteration of their engine. The actual design team at the real Bethesda studio kept working on the last bit of Fallout 4 DLC, TES VI, and maybe another mystery project based on what Todd Howard has said in interviews.

Remastering a 10+ year old game would have been a much more massive undertaking, and at that point it becomes a matter of whether you want to spend all that time remaking an old game people can already play just fine today, or making a new game. Bethesda games take a long time to make already, so they made the wise decision of focusing on the latter.

Also Oblivion is the worst TES game by far. Yes, I've played Arena. No, the mobile games etc. don't count.
