What makes Witcher 3 an RPG, but GTA5 not?

TW3 is full of dialogue choices and a divergent storyline.
GTA5 is a set story up until the end when you choose ending A, B or C.

All three Witcher games are ARPGs (Action Role playing games)
Basically an action game with role playing elements

RPG's are mainly determined by character stats, inventories and items, and sometimes story choices too.

Ultimately the developer is the one who can call their game an RPG or not.

It's not. It's a JRPG. JRPG aren't RPGs, and not just because they're Japanese.
It's an entire seperate genre from actual RPGs.

TW3 has (very) light character building, therefore its an RPG.

Though if you wanted to argue that GTAV is a RPG, id say its a fair argument, though the term RPG is a lot harder to define these days because almost every genre now features light rpg elements
