The AI cheats. But wrist rockets did need the nerf, you could practically kill clones with a direct hit and they were fast. Because they nerfed it, they slowed down SBD rifle shots but each hit does more damage. So, if you're a good shot you can land a few hits + a wrist rocket for splash to finish when necessary.
