Windows-only, and built on DirectX which means its going to be slow and hard to get contributors, but it is GPL.
Probably needs to be ported to Vulkan for portability and to get more eyeballs, I wonder if the project to implement D3D on Vulkan would help with that.

Bluepoint reverse engineers retail discs of the games they've worked on, so it seems to be the safest way of making sure the ports/remaster/whatever works as well as the original. Doesn't seem like the source code is necessary, although it probably would make things easier.
