Why is the Shotty Engie so good? There is something about the Engineer's shotgun aiming that makes it godlike, while Scout and Soldier's shotty always feels weak and misses a lot

It's because ctf is universally the worst gamemode and 9 times out of 10 it devolves into stalemate/deathmatch hell.
I personally enjoy Turbine, since it feels like it promotes more aggressive play than other ctf maps like 2fort. The hallway to the intel is an annoying chokepoint though, so I can see why people dislike it.

CTF isnt bad when its ctf_well and turbine(I hate turbine but the engineer nests usually solve stalemates), or doublecorss

Some changes id do is
-timer after first intel is capped, maybe 10 mins to promote the objective yet let servers who wanna do ctf like deathmatch to do so by not capping
-when the intel is dropped the timer sint reset when it is picked up but rather continues to decrease(scout gets intel then drops it and is left for 30 seconds until it is re-picked up, the timer will stay at 30 if it is dropped again)
