I don't think so, the closest we have gotten is the witcher 3 but the hair physics melt your average pc

It's extremely resource heavy to render hair/fur in real time.

Add in water effects to hair/fur and it will melt anything other than the top tier of PC's.

The Xbox Conker and Black and White 2.
Witcher 3 for a modern one but it runs like ass on most pc.

Conker Remake and Star Fox Adventures come to mind. Blew my mind back in the day.
