This is much worse and happens with practically every ps3 port that has prerendered cutscenes compared to the 4k or fullhd smaa rendering of the game on pc.
Fmv Cutscenes were supposed to be a reward in the psx. Now they are all rendered in engine and most of the times prerecorded so they look worse than the game in pc.

It's always more of a time management thing. Very few anime have significantly higher budgets. Space Dandy is the only notable one that comes to mind. A 25 episode show is going to have episodes that were just meant to be easier on the animators than others.
