I've done this so many times now. SFxT, KOF13, Melty and the more recent BBCF which is the main game I'm trying to get good at.

This time I'm definitely holding off on buying, gonna see how alive it is and then decide.

The balance is all kinds of terrible. Though, I can't wait to see the inevitable texture mod that will be made now. Maybe it'll actually look good.

but if it will be even more dead on PC than it is on consoles right now... you probably won't have a great time online.
on PS4 you can usually find around 1-2 EU lobbys at any given time.
but that's basically just 24 players maximum.

Not really, the original jap devs are not porting those games to PC, usually some company that translates those games ports it like Xseed etc.
Look at Senran Kagura (Xseed) or Way of the Samurai (Ghostlight) for example.
Yakuza is translated either by Sega or Sony so there is less chance that some company will just pick up the series and port it considering how it was developed and what team is behind it.
This also a reason why some Yakuza games do not come out to the west because the devs don't give a shit about it, they get enough sales from Japan to keep pouring those games every year.

Nothing. As someone that plays the game every day, it suffered from the SNK-curse the moment it was announced: it was never going to be the next Street Fighter. People hyped it up because they wanted to shit on SFV, and seemingly only Tekken and KoF are good excuses for doing this (and I guess because of people remembering CvS2?)

The game came out, it got its 15 minutes of fame, and even if it had KoFXIII sprites and perfect online, it was never going to sell because its an SNK game. Most difficult part right now is that KoF is already hard to get into and since no one is promoting the game in their home regions, there's no new blood to teach/fight. Doesn't help that the pros all play the same seven characters because they know those characters will return in KoFXV and there's almost no point in learning a new characters unless they're broken, like Nakoruru (who's "new" to a modern KoF game.)

USF4 online is fantastic on Steam. SF5 not so much, probably because Capcom fucked the matchmaking code up, the playerbase is solid. You can even find a good amount of matches for a game like Skullgirls, even though very few people still play it.

It probably depends a lot on the region, though. I'm from South America and I can play with pretty much the entire American continent decently.

The answer is purely economical. SNK cabinets had the following features:
1. Cartridge base tech. So one cabinet came with multiple games, as opposed to a Capcom cabinet which was only one game per cabinet.
2. The base cabinet was very cheap compared to other competitor's cabinets at the time. Which made for a good investment due to the growing popularity of video games at the time. It wasn't unusual to find little changarros with one or two SNK cabinets The candy store next to my old school had one.
3. They were also easy to pirate. Which meant an even greater ROI for the changarros.
