On the contrary, I'd argue that the game teaches respect and sympathy for cops. It shows you just what it feels like to have to make a life-or-death decision with only a fraction of a second to react, knowing that even if you do everything right there's still a chance you'll be punished. Unless you cheese your way through all the levels with cheesebag shotgun of cheesiness.
