There's this game from the early 90s called HiOctane. You race a hover spaceship around a track. It runs at the natural frame rate of the computer, which meant that since it was made for roughly a 66 MHz 486, it was difficult to play on a 100MHz Pentium because it was too fast.

But anyway. I literally googled "fastest videogame ever" and this Extreme G 3 came out. Is it any good? It looks good.

Arx Fatalis had a haste spell that doubled your movement speed.

Thing is, you could stack buffs with no limit and the game let you precast spells. So with 3 precast haste spells and one cast manually, you could literally move at the speed of sound. Lets you cross the main city in 2-3 seconds, faster if you didn't bump into walls. Flash-tier shit.

I still say that game had the best magic system I've ever seen in a videogame. Shame there weren't a ton of spells and the game was buggy and short.

It's fun, and it has neat effects like going hypersonic, but the courses are kinda mediocre. It was basically a polished F-Zero style game without the tracks that would make it memorable.

Shit I used to love playing this and F-Zero GX as a kid.

Build an all speed no handling drag racer in Jak X. Nothing says speed like going so fast you can win after respawning at every corner.
You guys want speed but it's all about perspective.
