Through out my child hood every time I played I used the pause glitch. Megaman Powered Up made him easier to kill, but when I went back to the original I was able to beat him on my third or so try. He's basically like that Hell boss from Super Meat Boy. Just remember the pattern and you'll be fine.

Or the extra hard mode in Powered Up where his movements are completely random.
