Not all that much fun to play against, not all that much fun to play.

Far too vulnerable up close where an attacker should shine but far too oppressive and irritating from miles away due to being able to see the point from spawn and flying around and over walls, no damage drop off also straight up encourages spamming chokes.

Nobody on your team ever looks up or can aim so an enemy Pharah can fly free and unchallenged.

The enemy team has Pharah-sense and always and immediately knows when one on your team appears and will train all weapons on her the instant she moves any distance vertically.

Enemy Mercys will be sucking farts from her ass for the entire match.

Your Mercy will run around in circles barking at her own ass while your Pharah explodes because Roadhog someone nailed her with an M2 sixty meters away.

Very unfun to play against since no one wants to be on Pharah duty, especially if theres a Mercy on her dick the entire match

Also very unfun to play as. I might as well just load TF2 and play Soldier.
