Not that it's bad, since it will determine the entirety of how the battle works out, you just have to juggle everyone's health, how good they are, how good the opponent is, how good is the genji that's after you, what's your positioning, how well spread out is your team, how well are the opponents focusing down on one person, how many ults you have compared to the other team.

You can only battle mercy to mid gold.
After that you have to switch to healing mercy.

But you can't carry with mercy.
The other day for example: I got my 20-0 teabag emote, 17 revives, and 20k healing and we still lost.

No matter how good I am, it doesn't stop people's bad positioning, stupid ult uses, their 20% accuracy, their refusal to shoot rein shield, their useless hero picks, their countered hero picks, their refusal to pick hit scan, their refusal to pick tanks, their refusal to peel gengi and Winston off me, etc.

I've gotten to my plat level up match six times last week and people fucking throw it every single time.

I realized during the uprising event that there in fact is an incredibly high skill ceiling for Mercy if you wanted to minmax but most players will never reach this level. I'm talking swapping between damage boosting and healing to the point where you swap damage boosts when someone is reloading to top someone off before going back to damage boosting level. Something so meticulously done it would be impossible given positioning to raise the DPS of your team or keep them healed up any more.

I dont really think mashing her skills together is the way to actually fix Mercy. Her core problem right now is that her kit is really narrow when compared to the other healers in-game.

Her issue is that the other Supports can do everything at once, and Mercy is stuck to only healing, of which she has the shortest healing range, meaning she is the one who has to put herself in danger.

If she could shoot and heal simultaneously, Mercy would skyrocket from her current shit tier healer role and be more than the periodic undo button.

The problem with Mercy is that she's probably the most moderately balanced hero in the game. It's been my opinion since the beta that damage is dished out way too fast in OW, even from single players. Compare it to TF2, where the only ways to kill instantly were rare crits, sniper headshots (or charged headshot for some classes), obvious sticky traps or backstabs. Mercy's single target healing just can't keep up with the insane amount of party-wide damage that's happening.

Mercy's advantage is that she provides consistent healing without needing to stop for anything except dying. She can just keep healing single targets forever until she or everybody else is dead (and if her ult isn't ready). She is the most sustainable healer. Lucio's serious healing is on a cooldown, Ana has to reload (and her serious healing depends on her grenade which she has to manage opportunity cost with since it also stops enemy healing), and Zenyatta is a single-target passive regen bound by LoS.

Every single healer has to obey a certain playstyle to heal properly, it's just that Mercy's lacks any serious self-preservation. Lucio has speed boost and altfire, ana has sleep dart, Zen has a high attack power orb (on top of discord), and Mercy can only fly away if a teammate is far away. Mercy is better off in the back due to her pistol not having damage falloff but because she has to stop her consistent healing/damage boost to do so she is at a disadvantage since her utility limits how much she is doing. She is, at that point, only able to harass long-distance targets nobody else in the team at the time can (like if there is no long-distance or a character able to close the distance quickly).

I don't think giving Mercy more utility is going to fix whats wrong with her. Her archetype at its base needs a complete Symmetra rework. From the ground up, either change her into the TF2 medic or just make her able to fly (like an Icarus Dash/Tracer blink but can go into the air) and tether at will, without having a beam connection.

So its still direct single target healing but it jumps by proximity, give her a better handgun, maybe like mini d.va's death pistol.

Dump the fucking Res and make maybe a Bongos which shoots out healbeams instead of damage upgrades. Then it could have synnergy within team fights and shes actually there helping out instead of just waiting for the team to die.

The most satisfaction I get in this game is hooking mercy and blowing her brains out while I know she's getting ready to ult.

Her pistol should be similar to the crusader's crossbow if we're talking medic, a moderately-strong single-shot that can hurt enemies with no falloff that auto-reloads after a certain amount of time like her pistol already does if you shoot it and start healing immediately for a bit. That way she is encouraged to shoot once in a while instead of just jamming medic gun up ass. As it stands her pistol acts more like the syringe gun, a self-defense tool if nobody else is doing it, and that weapon blows a lot of ass.

Dumping rez would be counter-intuitive because of already established achievements so blizz would have to remove that (or keep it as a "no longer obtainable" achievement), then rework Mercy. Realistically it's just not going to happen. If they were to add healing bongo instead then the ults would cancel each other out because if one mercy uses bongos the other one just has to wait it out and rez dead team members from the team fight. Or they both use it and it cancels each other out. Mercy is nullified by another Mercy instead of getting countered by another Mercy.

If there were any adjustments to her escape flight it would have to be half the max distance of a normal flight otherwise it would be too OP and she could just be wherever the fuck she wants at any given moment. It would be fun though.

It revs up damage by a certain percentage and lasts a number of shots (up to 20) which is given one charged bullet per x healing/damage boosted. That's more intuitive for blizzard to implement since she has a pistol already. I doubt they will revamp her that much out of laziness.
