it's not about the hardware, it's about the artists. If you looked at a wireframe of that scene you'd think it looks low poly. If you saw the textures on their own you'd think they were low res as fuck.

Nothing about this screenshot looks technically better than even skyrim. It's just been put together by competent art directors.

Horizon's visuals actually remind me a lot of Skyforge.
It's got a weird cartoony look, though unlike with Skyforge I don't think it's what the devs were going for.
Frankly, I don't see why Sonys go so crazy over it on /v/, it's not even the best-looking PS4 game, UC4 looks miles better.

I don't know the actual logistics here but H264 re-uses all the data it can in between frames. If the only difference is a guy shifting an inch to the right then the file size is neigh the same.
