It seems that Capcom likes to play safe with DLC characters by not making them too strong when they first appear, that explain the total lack of Kolin in tournaments and minimum presence of Akuma despite Akuma being currently the "best" shoto. Just look back at Season 1, almost all of the DLC characters were unviable, now in Season 2 we have 4 of the 6 DLC characters (Urien, Balrog, Ibuki and Guile) sitting comfortably in top tier, I expect the same to happen with Akuma, Kolin, Ed and the rest in Season 3.
