probably because its one of the only missions (that i can remember) that features a cutscene after failing it, since failing most other missions involves dying. plus smoke is a condescending prick trivializing your efforts in that cutscene, and you're likely to have had to listen to it at least three times since it was decently difficult

what >>376174823 said, plus your failure is usually because Smoke can't shoot worth a shit, and the mission is very early on in the game, and most GTA players would only play a few missions till tutorial stuff is over, then just fuck around. So while its way easier than the RC shit in san fiero or some of the plane missions in Las Venturas, its a mission everyone played.

It's not difficult, but if you go beside them like anyone would intuitively do, somehow the shots don't hit, or something like that. I think many people did that initially, or at least enough times to give them the impression it is hard. There is a sweet spot where its easy as fuck, if you stay a bit behind.
