Sega of Japan resented the US branch deep into the Genesis's life cycle. It's strange, the Japanese made the best games for their systems, but the Americans were the best at managing the business.

Yeah, they brought the dev team over the US and gave them their own building to work in. I'm not 100% sure of the reasoning though, it's been awhile since I read the book. Pretty sure it had something to do with people not involved in the project coming over and telling the devs asking them for all kinds of new shit, new characters, while the Americans were telling them to just focus on Tails (This was the second game).


I think it's a safe bet to say that the Americans were keeping the Japanese devs from adding 100 new Sonic friends for every new game.
