Yes. Note that the game will run at however many frames the CPU gives it, and runs way WAY faster than intended with the default DOSBox settings. They included a patch later in the CDRom version to let you slow it down for faster PCs, I think it was F12 or some other high F key. Do that or just lower the CPU cycles in DOSBox drastically to emulate more accurately what the average IBM PC in 1994 was capable of. The game's much more manageable when everything isn't moving at 100mph and attacking 10 times per second. And the game gets braindead easy at higher levels if you are a magic user.

The most important stat is your weapon skill. All else being equal between you and an NPC, your chance to hit is roughly your weapon skill %. Having lower agility or luck than your victim will lower it, while having higher agility or luck than them will increase it.

The Warrior Birthsign is one of the most powerful options for melee combat, adding a flat 10% boost to your hit chance that isn't even reduced at low fatigue like everything else. Think of "Fortify Attack" as "Fortify every weapon skill at once".

So, in order of importance, you want to focus on the following stats:
Weapon skill
Agility
Luck

And if you want a big early game boost, you want the following birthsign:
Warrior

The only thing you really NEED to do is make the weapon your major skill. Everything else is a lesser bonus.

If you pick a race that specializes in your weapon in choice, choose a class specialization (Stealth for Short Blades or Marksman, Combat for everything else) that includes it, pick it as a major skill, make Agility and Luck your favored attributes, and pick the Warrior birthsign, you will have a 100% min-maxed character who will be able to kill almost anything from level 1 once you equip the right weapon type.

It's nice early on, but it's actually half as good as The Warrior when it comes to hit chance (5 agility = 1 Weapon Skill/Fortify Attack) but also gives you an extra 5% chance to dodge and other Agility benefits.
