The whole "cut episodes" is a bad meme that's been perpetrated since then. The writer said he had ideas that could fit make a 2-season show but they only had 13 episodes. S1 was entirely self-contained and just had the open ending in case the music jews wanted more CD sales. The manga even uses the super early storyboard that featured an audience exposition character that never made it to the show; and it still followed the same basic plot and ending.

Yep it's definitely rough around the edges. But to be completely fair it's a budget PS3 game from 2015. Combat in 2 looks like an overall improvement and the first thing they addressed when they revealed the game is how they're improving the mechanics.
