Because everything is stylized to fit in. Skyrim is a mess of styles that don't really work. This is especially true for most mods that butcher textures, add custom models, lighting, ENBs that make some areas bright as fuck and others so dark you can barely see anything.
I've yet to find a mod combination that looks great everywhere in the game.

Even if Horizon's draw distance is weak, transition from taiga to aspen forest to snowy mountains to desert to jungle looks flawless when textures don't forget to load.

But since consoles has more stable hardware (not as diverse as a PC) and will almost always have their games suppported by the console creators, PC will never get much far ahead in term of graphics, even if their components will be one, two or three generations ahead of consoles.
And this will never change since developing for consoles is more profitable than develop games exclusively for PC.
Still, game studios keep doing PC games since almost every family in almost every country in the world has a PC in their homes and they not alway has console

If it's actual shimmering and not some weird hardware glitch, I'd recommend increase your LoD bias in the GPU control panel until you no longer get a shimmer.

How do I do that on an AMD card? Their control panel is so bare boned compared to Nvidia. It mostly happens on fences and other "repeating pattern", transparent textures or when viewed from a certain angle.

That's actually very standard as though textures probably aren't mip-mapped and end up shimmering. If you can, try downsampling from 4x your resolution or using something like SSAA.
