Because the kana ARE juvenile. It is a simple syllabary, and is not enough to be used singly as a written language. And simplified chinese really isn't THAT much easier. If you have the capability to learn a 10-stroke kanji you can learn a 20-stroke one too. The difference is in how fast you can write it. It might matter to a novice, but for someone that has been learning it there will be no difference. Tons of countries still use traditional Chinese and they all have almost universal literacy rates.
