The biggest problem in fighting the garou, is not that you're fighting one. It's that you're fighting five of them. A generation 9, maybe even 10th gen kindred depending on the clan can fight somewhat evenly against the beast in one vs one combat. Trouble is, if there's one garou, there's always at least one other nearby, and they don't play fair.

A reasonably old vampire specialized in combat could defeat a run of the mill werewolf. It would hardly be a pushover or anything. The thing is you don't find many vampires that have survived to a ripe old age that spend their time picking fights with werewolves.

Biggest thing people forget about oWoD is that game lines were not mean to crossover by design. Sure, you had books like Midnight Circus which were basically a high-end mixed party scenario, but MECHANICALLY game lines were all over the place power-wise.
