The truth is while he tears up random encounters, by the time you can get him you have almost nothing left to do in the game so he won't see much play. You also will want to fuse stuff way better than him to fight Lucifer; off the top of my head Mot, Shiva, Metatron, and Beelzebub all basically shit on him if you spend some time fusing them properly.
