Not 100% of the time. I know this is hard to understand for a culture who are a few hundreds of miles away from an entire region that thinks hoping side to side while hip firing a PKM is effective movement, but think with your brain for a second here.

Proper squad tactics will allow most if not all squad members to remain on target while engaged with the enemy. For example, if I need to reload my rifle and the enemy is suppressed via the machine gunner and/or other riflemen, I can keep my eyes on target as well as keep my weapon in it's natural positioning and reload with one hand. This lessens the chance of having to require the target or letting my focus slip.

This also factors into breaching houses and close quarters combat. I do not ever want to keep my eyes on anything other than my target while maintaining proper sight picture. If the magazine runs dry, I want to keep the weapon in as still and comfortable a position as possible while keeping my firing hand in position and having the buttstock fixiated in the crevice of my shoulder.

By taking my eyes off proper sight picture, manipulating the weapon to the point that it's off center and out of that natural crevice of the shoulder, and losing focus of the target, I put myself and others at risk. Now if you're reloading in cover then who the fuck cares how you reload. Spin around like Curley for all I care. But you want your weapon back in service as soon as possible while maintaining efficiency. Reloading with that arm over receiver style may look cool, but it's highly ineffective.
