4 has pretty constant infighting of at least a trinity of girls, namely Chie, Naoto, and Rise. You can add a couple as you see fit, but at the very least I think most people can begrudgingly agree there is no "Best Girl", whereas P5 is fairly clearly Makoto. I thought I would really like Ann, but they phoned in her SLink so hard that it was a snoozefest. I already did something like that SL with Rise, and it was more enjoyable to boot.

Because of that I would say P4 is better, their girls are more well rounded in quality.
