It's noticeable, like maybe half a second or so. I tried playing some miku and even songs I used to perfect I couldn't beat, in persona it's relatively bearable though, the worst you'll have is when you try to run in a doorway and you bump slightly into the wall or something.

Most people are super ignorant of how the game actually runs and just shitpost all day and give bad information. I'm pretty confident that I've played the farthest in RPCS3 out of anyone, so it bugs me that no one bothers to give out actually useful information.
Game is locked at 30. The framerate is not actually tied to the gamespeed however, if the game runs at 5fps the game runs at around half speed, not 1/6th speed. Sections that run at 10+ fps play at essentially full speed.
My point is, if you're really desperate to emulate the game right now, you can, and while it does require some patience it is very doable.

It's just how the game is programmed. Has nothing to do with frameskipping. The speed at which a game actually runs doesn't always have to be tied to the rate at which frames are getting drawn, it's just a common practice.

Just go any 1000 series GPU, at least 2gb vram, and quad core cpu with at least 3.0ghz. You should be fine with it.
Anything better than that will work better.

I've already finished it on my PS3, so that should tide me over until it's stable enough to play at a higher resolution through RPCS3.
