Everyone literally starts with absolutely nothing (as in, no characters, and you have to create a new character, your stash is empty etc.). You still can use your cosmetics, and you have access to all the "stash tabs" that you normally would, but they start empty and are instanced to only work with your particular league.

You can still use it in Standard league, it's not gone into nothingness. Standard is generally a shit league for several reasons though:

1) Everything gets dumped there after temp Leagues. That means everyone that has played for at least 2 or 3 leagues is rich as fuck and has loads of items. Everything is overpriced, whatever currency you made is a drop in a bucket.
2) There are no special mods. Leaguestones are Legacy league's thing, and they aren't present in Standard. Every temp league has a gimmick to it that is present in every map and then might make it into the core game, but it'll be much rarer and not the core feature. Standard has none of them present at all times, just rarely.
3) No one fucking plays Standard. People take a break between leagues when there's none going. A very small % actually plays there actively, it's basically used as a playground to make OP builds with all the currency and items you've gathered during multiple leagues.

You can still play there. It's just shit though.

You can play immediately if you want, just to test things. Most people start playing again when a new league starts, but it is probably a good idea to get a handle on the game. In fact, you might enjoy a new league more if you have a good enough understanding of the game to know what build you want to do etc.

Leagues usually last around 3 months, and this one started roughly 2 months ago. You can and probably should still play right now, if you want to get into the game. This is the best time to learn and get used to the game, figure out if you like it or not, and then you can jump head first into it when the new league starts so you are on an even playing field with everyone else.

If you wait until the next one, you'll still have to learn how to play when you could already have a good grasp of how to do shit. Just download it and play it, if you like it, invest time into it, and start strong again in like a month when the next one starts.
Also worth noting that the next temporary league will be the first one with the new expansion, which adds a fuckload of content, removes the 2 latter difficulties (Cruel and Merciless) and makes the game 10 acts instead of 3 difficulties of 5 acts.

Its usually you start on normal and beat the game 3 times. the endgame is maps which you can use by act 3 of the last difficulty HOWEVER since you mentioned new league;

With 3.0.0 path of exile is going to get 6 more new acts and do away with difficulties.

Arc is just really really easy to transition into for Vaal spark since you'd have virtually the exact same try. And you only need like a 4l to use it, Arc, Lightning Pen, Spell Echo, and Leech Life. You won't have much in the way of single target so make a lightning tendrils setup for bosses and such.

Inquisitor? Try using Vaal Spark at the start, because it speeds up your leveling quite good. But not as primary skill, of course. Vaal Ice Nova is really good too, but switch it out once you hit your desired level.
You can go Arc or Shock Nova at early stages, Spark at later stages. High level Spark has many projectiles, and with nice nodes (duration, proj speed) it becomes good. Some items, like Karui Ward and Winds of Change enable you to use Spark right away for leveling.
There is another way to level using bows and Shrapnel Shot/Ice Shot/Lightning Arrow. But it requires you to have good gear with added elemental damage.
