It was actually genius game design because it prevented hundreds of instances being run at once lagging the game as a whole. They were using cheap ass servers at the time, in korea and in the us and elsewhere, if they allowed limitless PQs, then as early pservers showed, the game would run like ass. It literally could not handle more than a couple instances at a time, same as zakum and ht being on specific channels.
