We also need to take into account when this poll is being made. My hypothesis of the dragon being popular mostly rides off the fact that I assumed the poll would be taking place within the same amount of information about the game that we currently have. Anything could actually happen once we have our hands on the game. Fighting games tend to have the phenomenon where some characters are extremely popular, but no one actually plays as that character. People get so enthralled in how visually interesting a character is, but then they get their hands on them and the characters mechanics don't jive with the person's preconceived notions of how that character should play. We normally call them waifushitters, but really cool manly characters and weirdo meme characters also have it happen to them too.

Like any other fighting game has a diverse cast of fighters. Every other modern fighting game is just generic boring humans except a few characters from Tekken and Mortal Kombat.

It's kinda complicated, and it may be more of a UI problem if anything, but there is a possibility that the game mode that allows for every character to use every ARM may not be the game mode in which most people play on. We'll have to see. Games like these maintain longevity through a competitive tournament scene, and depending on time and UI constraints that community may decide on characters being locked to a default weapon set. Again this is a possibility not a fact.

But it's not shown in the tournament play, and we know you need to unlock the ARMS for characters to use. If it ends up something like Smash 4 custom moves where what you receive is randomized, and involves each character individually unlocking 30+ ARMS people may avoid it just from a time sink standpoint. Also we don't know how online works. It could end up something like For Glory where all custom moves and Mii Fighters are unavailable. Injustice 2 also has it's gear system which is turned off on some online modes and in tournament play. If the process is as easy as picking an assist option in Pokken or Marvel then it isn't a problem. But since we don't actually know what the full game is like, these problems may be hidden from us.
