you could play two different characters, it had a lot of fun minigames, it had transformations which changed things up, interesting setting that is done in many different kinds of places, best level design, metal gear minigame etc.

This. I still love 2 for it's charming visuals and music, but 3 was just more content in general.

2 also had those three gadgets were redundant and useless as fuck (Bananarang, Water Cannon, and Magnet) while 3's transformations, while fun, broke the game.
