Unity is pretty okay. Can do both 2d and 3d shit with it
Learn programming.
Learn 2D art if you want to make games with graphics.
Learn 3D modeling if you want to do 3D games.

C# and C++ are the big ones. Python is one of the easiest but it's pretty crap for games.

Better than python for games while still being relatively easy, but it's not something you want to rely on too much if you want to make more "proper" solid games.
It depends on what type of games you want to do. Since even something like Construct 2 with no programming required can make shitty 2D platformers no one will want to play.

Get into modding first. It has a way smaller learning curve since you can focus more on the things you are strong at/want to learn. Then once you've build up your skills a bit start moving into making your own games.
