I think death note would make for a great sony game. LONG stretches of time were you do absolutely nothing but watch cut-scenes and dialogue.
Then finally the GAMEPLAY, a quick time event were you write someones name in the notebook and they die! This is then followed up by more talking and more cut scenes.

Something where you can just enjoy massive overkill and collateral damage.

If you want him playable in a more genuine sense, just make his gameplay really defensive and cheeky.
Dodging, blocking, parrying, taunting, and demoralizing enemies until whatever "defeat" bar they have fills up and you can one shot them.
Maybe just lots of fodder enemies to take out too.

Rather than starting the missions with Saitama, have player start with all other heroes, buying time until Saitama(or other heroes) get there. For example, in adaption against the Sea King, you'd start the fight with PriPri Prisoner, fighting until Genos came, and then buying time for Saitama to come and land the killing blow.
To keep stakes higher, make it so that player's Rank at the end of level was based on how many lower-rank heroes were still alive, and allowing them to skip over some segments or even finish the fight early if they play well enough.
The series also has several battles where Saitama doesn't land the finishing blow or even take part in, so those could play like more traditional fights.

Tried both Gantz and Elfen Lied and they both seemed horrible indeed. Gangsta and Bahamut may be worth to look up. I love me some Kaiji, although I was bummed out with the final arc being pachinko. Saw 10 episodes of Gungrave when I pulled an all-nighter a few weeks ago. It was alright but didn't seem like anything spectacular.

Akame ga Kill was also more violent and dark than most stuff on TV these days, but even that's more toned down than OVAs from 90s.
