Most games aren't as focused on melody.
Games are much longer, so there's more mood music and things can't be constantly upbeat.
A lot of games want to be emotional, so they prioritize that over being memorable.
It was hard to synthesize music in old games, so you usually end up with ass or dedicated pros who poured their heart into getting every last bit out of the limited hardware.
