If you sync your physics engine with the framerate, the game does certain things based on frames and not time.
So if you lock your game on 30 FPS and someone plays it at 60 it can very well be that the game plays everything twice as fast or just flat out not being able to handle it well.
It's usually the case of lazy and/or bad programming.

It's when devs tie calculations based on frames instead of milliseconds.
The difference between
> do X 3 frames after Y
and
> do X 0.1 seconds after Y
is nothing on a game running at 30fps. But if the game is running at 60fps those two things now mean something completly different. It's fine if you are developing for a single locked framerate, it can even be easier because everything in the game can progress on the same time system. But it fucks things to if the player can alter the franerate.

I installed the Sonic 3 & Knuckles PC port without the framelimit patch on my AMD Athlon II 220 and it still ran insanely fast. I'm afraid to see what might happen on a modern CPU.
