Ansem gave the power of time traveling to Young Xehanort, his youngest self. His youngest self was tasked to gather 13 versions of himself through time, and have them gather at the designated place of the awakening to acquire the 13th member. To do this, Young Xehanort had to give up his body, go in one direction in time, and couldn't change things destined to happen (like Sora/Riku defeating Xemnas). Xemnas and Ansem, being Master Xehanort's nobody and heartless, they cannot live at the exact same time in any other circumstance besides time travel. (Which Master Xehanort knew beforehand because Ansem SoD wouldn't have existed in the first place if he didn't fuse with Terra at the Keyblade Graveyard so Terra could become Terranort and then split into Xemnas and Ansem. ) But after the gathering, Xehanort loses and Young Xehanort is reverted back to his original timeline with his mind wiped, yet, with the events etched in his heart, as if a city from the past was able to reach into the future to bring back technology so the past city could advance even further by that future timeline.
