They're pretty similar. Rabi Ribi is a much longer game, though. It gives you an end goal and makes you find your own way through the world. You don't have to beat any boss, except for the final two and the first one, since none are absolutely required to beat the game. Since everything is optional, that means the dev was free to make them much harder than would traditionally be allowed, since you don't have to force yourself to beat them.

It's also got GOAT boss music. Besides Hollow Knight and Touhou, I'd say Rabi Ribi has the best OST of any of the games represented there.

Alongside Poppo's ridiculous ability of instantaneous teleporting and unavoidable theft, could she also have the powers attributed to her by the 100%OJ cards? i.e., cards that are directly attributed to her/have her on the image?

Development hell, mainly as a stage exclusive to this game that basically serves as the Final Destination stage of the game. A default flat platform with very little gimmicks (stage hazards) unless you turn on the gimmicks from the main menu.

If the gimmicks are on then you basically get cages that float about randomly that are more or less uber assist trophies. The design of the level should be a broken corporate building with games and paperwork flying out from every other window as it falls down through bottomless pit where you can see things like the skeleton of Duke Nukem in the background as easter eggs.
